Requirements of the role

We are looking for an Investigation and Enforcement Advisor to join our multi-disciplinary team at the Regulator of Social Housing.

The Investigation & Enforcement team is our dedicated resource leading the resolution of the most serious situations where Registered Providers are failing to meet the outcomes and standards required of being a registered social landlord. It also handles financially stressed situations that occur within the sector, and oversees the interventions and use of enforcement powers to deliver resolution and rescue approaches in line with the delivery of our fundamental objectives. As a dedicated team it is able to provide the agile, intensive resourcing that is required in early stages of many cases to focus on getting to the root of the underlying issues, understanding stakeholders’ positions, and ensuring that early actions and interventions focus on stabilising positions while a resolution strategy is identified.

Job Description:

As an Advisor you will be working with, and supporting Senior Advisors to develop and implement strategies that aim to drive positive changes and resolve cases where there are significant failures in governance, financial viability and service delivery. You will deal directly with providers, advisors and funders, at senior officer and board level and working across all aspects of the cases, developing and maintaining constructive relationships with registered providers and their officers. It is expected that for some allocated cases you will lead the engagement.  In more complex casework you will be working as part of team supporting Senior Advisors and Assistant Directors by carrying out thorough and detailed analysis, to develop and support proposals for interventions and where appropriate, use of statutory enforcement powers.

Responsibilities:

As the successful candidate, you will have strong analytical and evaluation skills, with experience of exercising sound professional judgement to reach conclusions. You should also have good understanding of the principles of risk management, as well as of the legal and governance framework in which RSH operates as a regulator. Working knowledge of the strategy, operations and key processes of registered providers, particularly in relation to governance, housing service delivery and financial management, is also key.
