We are Ofwat, the Water Services Regulation Authority, a non-ministerial government department responsible for regulating the water sector in England and Wales.

We have a Policy Analyst opportunity to join our Price Review Directorate.

Ofwat’s Price Review Directorate is a key team in Ofwat. One of the ways we regulate is to set the price, investment and service package that customers receive. This includes setting controls that limit what companies can charge their customers. We currently carry out a review of these price limits every five years which is called a Price Review.

Job description

The Role

We are looking for a Policy Analyst (Senior Associate) to join our Price Review Directorate. You will have an important part to play in implementing final determinations and shaping future price reviews. You will contribute to the development of specific policy topics within the price review directorate and will analyse data and information to inform proposals. The nature of the role is cross-cutting, and you will be required to work effectively with colleagues from the directorate and the wider organisation.

Being exposed to a wide range of policy areas within the price review directorate, you will have the unique opportunity to shape policies which have a real impact on consumers and the environment.

Key deliverables:

In this role you will be expected to:

  • Quickly gain an understanding of the price review process and how the different components fit together.
  • Contribute to our lessons learned review of Price Review 2024 (PR24), helping to identify what worked well, areas for improvement and next steps adding value to our work planning and delivering future price reviews.
  • Work on implementing our final determination policies including introducing mechanisms which will allow companies to recover critical costs before the next price review.
  • Identify issues and develop options in the context of policy development.
  • Analyse, assess data and use it to justify policy proposals and to produce outputs.
  • Draft the reasoning for our decisions for internal and external published documents.
  • Build excellent working relationships and regularly collaborate with multidisciplinary teams including economists, engineers, lawyers, policy specialists as well as the price review leadership team.
