Requirements of the role

We are looking for a technical specialist to join the Capital Markets Department within the Supervision, Policy and Competition Division at the FCA.

The Capital Markets Department focuses on supervision and policy relating to key aspects of wholesale financial markets, including primary markets, credit ratings and benchmark providers, trading conduct and transparency, and wholesale cryptoasset markets. We have a key role in delivering the FCA’s 3-year strategic priority to strengthen our wholesale markets and ensure that the UK continues to be regarded as one of the leading global markets of choice for issuers, intermediaries and investors, when compared to other high-quality markets.

The Primary Markets Policy team is responsible for the FCA’s Listing Rules and disclosure obligations for companies seeking admission to UK regulated markets, as well as ongoing transparency requirements. The team also has policy responsibility for other forms of capital raising activity, such as crowdfunding.

The team also leads on sustainability and ESG-related financial disclosures by listed companies, for example our rules requiring companies to report annually based on the Taskforce for Climate-related Financial Disclosures (TCFD) framework.


What you will be doing

The successful candidate will be able to:

  • Demonstrate or have the transferable skills to develop deep subject matter expertise on the FCA’s Listing Rules, the UK Prospectus Regime, and / or ongoing disclosure and transparency rules for relevant companies
  • Drive forward and deliver significant and high-profile policy projects to demanding deadlines, leading the strategy, planning and delivery of such work, including by delivering through others, while maintaining clear ownership
  • Undertake sophisticated analysis of existing complex policy frameworks to identify areas where UK markets could be improved via regulatory change and proposing effective policy solutions in line with FCA objectives, including by drawing comparisons to international markets and standards
  • Identify key trends and themes in how wholesale markets are evolving, and create a strategic vision for how regulation can achieve the FCA’s desired long-term outcomes for UK markets
  • Produce high-quality written policy papers at pace, including internal governance papers, public consultation or discussion papers, policy statements and briefings or advice for senior management
  • Communicate and engage in a compelling way, driving engagement with internal and external stakeholders on FCA policy priorities and thinking, obtain meaningful feedback and market intelligence relevant to our work, and challenge or drive consensus as appropriate
  • Build strong networks and work collaboratively with a variety of stakeholders, including internally, with the FCA’s Listing Authority Advisory Panel, and with HM Treasury and other Government departments, including when negotiating and influencing legislation that will impact the FCA’s regulatory remit
  • Share knowledge and expertise across the team, department and wider FCA as a recognised subject matter expert, as well as supporting, mentoring and developing the skills of others to build and support individual capability
