Access & International Executive

Office of Rail and Road

We work to promote competition for the benefit of consumers across all sectors of the UK economy, https://www.orr.gov.uk/vacancies

Requirements of the role

This role can be based at any of our office locations: London, Birmingham, Bristol, Manchester, York or Glasgow

This post will work across both access and international functions. You will develop a sound understanding of the contractual framework for regulated access contracts and apply the relevant legislation and ORR policy.

This post will focus on ORR’s international engagement, including the regulation of cross-border infrastructure and services. You will have a key role in delivering ORR’s response to high-profile proposals to introduce growth and competition on international rail services to and from the UK.

You will develop and draw upon a sound understanding of the regulatory framework for international rail. You will work with colleagues, stakeholders in industry and government, and counterparts in France, to apply ORR’s economic regulatory functions to cross-border infrastructure and train services.

You will work with International Policy Manager to manage ORR’s broader international work, including ORR’s co-operation with other rail regulators and international stakeholders.

You will also find yourself supporting colleagues across the broader directorate and office in casework, reporting or policy projects. This is likely to  include support for decisions on determining access to the network, or to service facilities, for freight and passenger services.

At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week.
