Requirements of the role
This role can be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%
In SPR, we employ 40 policy & regulatory professionals across three teams focused on different aspects of rail oversight. Including, access & international regulation, passenger protection and consumer rights, and strategic regulatory reform & governance.
The Head of Access Reform Delivery will lead ORR’s work to implement the new framework for access and use of the rail network proposed in the Railways Bill. The role will provide expert policy advice to Government and Network Rail, develop and implement ORR’s new access appeals role, and support Great British Railways’ readiness for its new access role.
Your key responsibilities will include:
- Leads and managing a team of five people through a period of change, and providing programme leadership to a diverse range of specialists from across ORR including operations, legal, economics, strategy and competition.
- Leading planning, management and delivery of the multiple projects that sit within ORR’s transformation workstream on access and use of the rail network. As part of this, you be directly responsible for ensuring ORR’s new appeals role is developed and implemented on time.
- Leading engagement with senior colleagues from the Department for Transport and across the rail industry, providing trusted and credible expert advice to support Great British Railway’s readiness for its new access role.
- Playing a full part in the wider leadership, delivery and development of the Access, Licensing & International division.
