As a key player in our team, you will provide cost analysis to inform Ofgem’s future regulatory design decision-making. You’ll apply cost assessment techniques in our regulation of the electricity and gas networks, and explore how to leverage these techniques beyond network price control setting. Your role will also involve supporting the ongoing development and implementation of cost modelling and assessment tools for long-term network price control setting. Delivering high-quality work on time through effective project management and collaboration with multidisciplinary team members will be crucial.

Your responsibilities will include leading our cost modelling approach for the next set of price controls, developing effective solutions to identify and justify suitable benchmarks, and addressing significant regulatory and commercial issues. You will provide oral and written briefings to Networks’ and Ofgem’s boards and committees, working closely with policy, regulation, finance, and legal colleagues. Regular liaison with network companies will help refine and develop our approach. Additionally, you will take a leading role in project management within the team and represent Ofgem at industry events, seminars, and working groups.

In this role, you will be developing and implementing cost assessment methodologies, presenting recommendations to our Directors and our board (GEMA) on regulatory issues. Your recommendations will be supported by thorough analysis of the benefits and costs to consumers and network companies. You will lead, motivate, and develop team members, working closely with team leads and other Senior Managers to enhance regulatory expertise and capability within the team.

You will build strong relationships with internal stakeholders, including Directors, Deputy Directors, Workstream Managers, and various teams within Networks. Externally, you will engage with network companies, other government departments, regulators, consultants, academia, think tanks, and wider energy sector stakeholders, including consumer advocates.

If you have excellent analytical skills, both quantitative and qualitative, and can think critically and analyse complex data, we want to hear from you. Strong communication and negotiation skills, policy analysis and writing skills, and project management abilities are essential. Experience working with diverse stakeholders is also crucial. Job description

Purpose 

  • Provide cost analysis to inform Ofgem’s future regulatory design decision-making. Apply cost assessment techniques in our regulation of the electricity and gas networks, and how to leverage these cost assessment techniques beyond network price control setting.
  • Support shaping Ofgem’s ongoing development and implementation of cost modelling and assessment tools and techniques for longer term network price control setting.
  • Deliver a set of work deliverables on time and to a high standard through effective project management and support of multidisciplinary team members.

After the initial deployment, you will have the opportunity to work flexibly across Ofgem as a member of your Profession, working on cross-Ofgem projects, and/or in teams that require your skills and expertise.

Key Responsibilities
