Requirements of the role

The Enforcement team plays a critical role in ensuring that the regulation and policy we put in place to protect consumers and citizens is effective. The Enforcement team identify and respond to non compliance affecting consumers and competition in the telecommunications, postal and broadcasting sectors. The team works with policy teams across Ofcom, carries out advocacy work with stakeholders and actively enforces the regulatory conditions that Ofcom imposes on regulated providers, as well as enforcing general consumer and competition law. We routinely monitor complaints, analyse evidence and take swift action to deal firmly and effectively where we see harm, including opening formal investigations, issuing penalties and seeking redress where appropriate.
Purpose of the Role
The case leader role is key to Ofcom’s ability to carry out effective and robust enforcement activity. The post holder will deliver enforcement projects and case work and will also support the team’s wider work to provide enforcement input to key policy projects and carry out advocacy work to promote deterrence.
Your key responsibilities

  • Leading enforcement case work and monitoring programmes
  • Delivering case work to agreed timetable and at high quality whilst being mindful of the bigger picture, recognising how your work fits in with and supports wider policy objectives.
  • Leading multi-disciplinary case teams;
  • Defining the scope of the work and identifying potential consumer or competition harm;
  • Gathering and analysing evidence to assess compliance
  • Making effective use of resources and managing risks;  and
  • Producing written documents and materials for both internal and external audiences.

 

Supporting policy outcomes – working with enforcement and policy colleagues across Ofcom to:

  • Input to policy development to help design enforceable policy interventions
  • Help develop proactive strategies to encourage stakeholder compliance with remedies imposed

 

Compliance advocacy:

  • Developing effective working relationships with colleagues across Ofcom policy, legal and operational teams;
  • Maintaining fair and professional relationships with external stakeholders (including companies we may be investigating, public bodies and other stakeholders), and representing Ofcom’s position at meetings.
  • Setting out key learnings for industry and Ofcom across key work areas and be able to communicate what “good” looks like and set out implications of non-compliance (deterrence).
