Requirements of the role

The economic regulation and competition policy team is a vital part of the Civil Aviation Authority’s (CAA) Consumer Markets Group (CMG). The focus of the team is to ensure that airports and air traffic service (ATS) providers do not exploit their market position, to the detriment of consumers. With the challenges that the aviation industry has faced over the last couple of years, understanding the impact of policy options is essential in ensuring we protect the interests of consumers while allowing a fair investment opportunity for investors.

 

The team has responsibility for the economic regulationof Heathrow Airport Limited (HAL) Gatwick Airport Limited (GAL) and the monopoly air traffic services provider for the UK, NATS (En Route) Plc (NERL). This includes the development, oversight and enforcement of price control arrangements and other licence obligations. The team is also responsible for discharging the CAA’s concurrent competition responsibilities relating to the provision of airport operation and air traffic services.

 

We are looking a Policy Advisor to contribute to key areas of policy for, and performance monitoring of, those we regulate. As a Policy Advisor, you will contribute to the development of new, innovative and robust solutions to policy issues relating to the economic regulation of HAL, GAL and NERL. You will contribute to a portfolio of different workstreams that suits the skills you bring to the role.

 

As a Policy Advisor, you will contribute to planning, carry out robust analysis, and work with stakeholders, from regulated companies, airlines, and government, to explain and inform policy changes. You will need to provide expert advice to internal governance forums, including translating technical analysis into persuasive presentations. You may also be expected to support in developing junior team members, and championing CAA values, including on diversity and inclusion.

 

Core accountabilities

 

We are looking for suitably experienced policy advisors who will be comfortable contributing to our work on:

 

  • One of the following key workstreams:

 

    • Cost assessment
    • Calibrating incentives to ensure appropriate outcomes for consumers, including in terms of capex projects and service quality.
    • Developing, updating, and monitoring HAL’s, GAL’s and NERL’s licences

 

  • Identifying the best approach to analysis, working with stakeholders.
  • Producing high-quality quantitative analysis or incentive design to support policymaking, and to support price controls for the businesses we regulate.
  • Reviewing and challenging regulatory business plans and submissions from other stakeholders.

 

In addition, we expect the ideal candidate to be comfortable:

 

  • Translating technical economic and other issues into explanations, analysis and presentations that will be persuasive for non-technical audiences.
  • Contributing to key deliverables informed by compelling analysis and produced to a high standard.
  • Developing junior team members.
  • Working in multi-disciplinary teams and handling conflicting priorities.
  • Championing CAA values and D&I policy.
