We are recruiting an exciting opportunity for an experienced deputy MLRO to join our Intelligence Tactical Enquiries & Research Team (ITER), within Enforcement Intelligence Support Services (EISS). The Intelligence departments play a central role in the FCA’s mission to combat financial crime by provide intelligence capabilities, advice and support to all areas of the FCA, contributing directly to the delivery of its objectives.

The departments within EISS maintain a broad network of domestic and international stakeholders and partners. This collaborative eco-system is essential in addressing complex issues such as Fraud and Money Laundering, which demand a coordinated response from regulators, law enforcement, government bodies, businesses and the public. This role will support that collaborative effort, ensuring intelligence is effectively used to inform decisions and drive forward enforcement and regulatory activity across the FCA and beyond.

What will you be doing?

As a Deputy MLRO and working with another Lead Associate, you will have responsibility for activities consistent with the FCAs MLRO function to ensure the FCA complies with its obligation to report suspicious activities related to money laundering, terrorist financing and proliferation finance. Working with the other Deputy MLRO you will:

Act as a SPOC for review and transmission of FCA submissions

Provide technical advice to wider business areas on reporting suspicions of money laundering etc

Provide regular reporting on the FCAs compliance with legislation

Lead on the education and awareness strategy that underpins the internal process

You will be responsible for leading on recommendations for the MLRO function in future to ensure greater resilience and efficiency – and you will start implementing the foundations of that new way of working

For all MLRO issues you will report via the SID HoD in a matrix management arrangement. And you will report on a regular basis to the FCAs MLRO on the FCAs compliance with the legislation

Using skills, previous experience and knowledge to handle Defence Against Money Laundering (DAML) referrals and look to develop and improve the process identify new ways of working across the FCA

Working collaboratively with the ITER Manager and Lead Associate to coordinate and manage the demands upon the team (resource management & planning), with consideration of relevance to FCA strategy, content, timelines and confidentiality

Delivering through others and line managing those who are supporting the delivery of intelligence to stakeholders and partners

Handling of financial intelligence received by the FCA and broader work conducted by the ITER team

Ensuring compliance with FCA data & records management policy, National Intelligence Standards and broader professional behaviours of the team
