Requirements of the role

The energy market situation in recent years has been unprecedented. The record increase and volatility in global gas prices put the market under severe strain and led to upward pressure on customers’ energy bills. Now more than ever we need to go further and faster in pursuing the country’s climate goals to reduce our reliance on fossil fuels and protect ourselves from similar future price shocks.

The Low Carbon Regulated Asset Base (RAB) team is a collection of high performing, collaborative and flexible staff, working across a number of new and exciting policy areas. Our work is highly varied, from advising the Department for Energy Security and Net Zero on the regulation of new energy technologies through to developing new approaches to financing large scale private sector investment. The team’s remit currently includes new nuclear investment, carbon capture use and storage (CCUS) and hydrogen transport.

Hydrogen can support the delivery of Net Zero, particularly in ‘hard to electrify’ industrial sectors, whilst also providing greener, flexible energy across power, transport and potentially heat. As the hydrogen economy expands, a network of pipelines will be needed to connect production with consumers. Ofgem could play a future role as the economic regulator that provides sufficient flexibility to allow the network to expand, whilst ensuring affordability and value for money for users.

We are looking for a Head of Hydrogen RAB to lead our work on hydrogen transport and help deliver a greener, fairer energy system. You will be someone who:

  • Has a proven background of delivering positive change for consumers, communities, or society in a role across regulation, strategy or policy development
  • Enjoys developing new skills, capabilities and expertise in self and others, and being engaged across a broad range of diverse activities, including stakeholder engagement, analysis, policy development and project management
  • Is interested in the energy sector in the broad sense, passionate about ensuring good outcomes for current and future consumers, protecting consumers, and eager to help drive Ofgem’s contribution to delivering Net Zero
  • Champions our culture of inclusion and encourages, supports, and celebrates the diverse voices and experiences of our colleagues, fuelling our innovation and ensuring we best represent the consumers and the communities we serve
