Enforcement & Market Oversight is responsible for the FCA’s responsibilities for market monitoring, and the investigation and prosecution of misconduct using the whole spectrum of criminal, civil and administrative sanctions and remedies against firms and individuals.
Digital Services, Learning and Business consists of 3 teams and their focus is primarily to support the investigation teams. The Digital Forensics Unit works closely with investigation teams to deliver and execute digital evidence strategies, utilising specialist forensic and e-discovery tools. The Central Digital Review Unit provides specialist support to case teams across regulatory, civil, criminal, and dual track investigations. The teams core function is the review of digital evidence using the EDT eDiscovery tool. They have in depth disclosure experience and the knowledge to proactively assist with the design and implementation of efficient investigative strategies. The Operational Excellence Team is part of the Digital Support, Business and Learning Department within EISS. The team provide a wide range of services to the Enforcement and Market Oversight (EMO) division including knowledge and learning, production of management information, recruitment, dealing with Freedom of Information act requests and risk management on behalf of the division and providing operational support to investigation teams.
This manager role oversees the delivery of the Central Digital Review Unit who undertake initial investigative document reviews and support the Criminal Disclosure Unit.
The role will support the Head of Department with the overall strategic direction of the Central Digital Review Unit (CDRU), eDiscovery and related transformation projects whilst also assuring project delivery across a range of business-as-usual initiatives. Critically, it will include developing strong strategic and operational partnerships, internally and externally to enhance effective business delivery across the enforcement division and wider FCA.
What you will be doing
- Responsibility for overseeing and delivering the CDRU based in Leeds and London. Being accountable for delivery of key milestones and expenditure as appropriate and identifying and addressing potential risks to the delivery of the pilot
- Providing direct line management to members of the CDRU and EDT Management Team and contributing to the leadership and smooth running of the department by creating a culture with a clear vision, where staff feel supported and valued, with a learning mindset
- Reviewing Management Information to track the performance of the unit, undertaking detailed cost benefit analysis and providing detailed updates to the Directorates Leadership Team
- Provide subject matter expertise on eDiscovery, Technology-Assisted Review and Continuous Active Learning Technology and attend and contribute to knowledge sharing events and identify opportunities for knowledge sharing. Be a member of relevant expert groups and facilitate review sessions
- Point of contact for other key Enforcement Market Oversight (EMO) areas such as the Criminal Prosecutions Team, Criminal Disclosure Unit, Intelligence, Market Monitoring, and other EMO expert groups regarding best practice and advice on matters concerning eDiscovery
- Delivering through others by relying on coaching, influencing, and negotiating skills with a range of internal and external stakeholders
