Requirements of the role

This role can be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%.

​​The team deals with all ORR’s statutory access and licensing casework and policy. This includes approving contracts to access track, stations and depots, connection contracts, and issuing licences and exemptions needed by all operators.​

​​​We are recruiting for a Grade D Senior Access Executive in our access and licensing team. This is an exciting time to join the team as your work will be critical to supporting and implementing the design of the future access monitoring regime to support with industry, Government and ORR objectives.

​As the successful candidate you will be responsible for analysing applications for the use of, and regulating, railway capacity. You will consider cases from passenger and freight operators on the national rail network as well as supporting case work across the wider access and licensing function.

​This is a role that will require you to develop a sound understanding of the contractual framework for regulated access contracts and how to apply the relevant legislation and ORR policy. It will require the effective use of data to deliver high-quality network access decision casework, as well as monitoring and reporting on operators capacity use and infrastructure allocation; supporting the transition into the new access regime.

​You will be involved in wider strategic and tactical workstreams which include reviewing and updating our decision-making policies and publishing guidance which enables our industry stakeholders to improve process and performance in access applications and the management of capacity in a changing regulatory environment.
