Requirements of the role
We are Ofwat, the Water Services Regulation Authority, a non-ministerial government department responsible for regulating the water sector in England and Wales.
We have an opportunity for a Marketing Lead to join our Marketing Team within Office of the Chief Executive Directorate.
The water sector is entering a new chapter. Following the Independent Water Commission’s final report, the UK government has set out a bold new direction – one that brings together expertise from across the sector to deliver better outcomes for customers and the environment.
Ofwat will be working in collaboration with the government and other regulators to help establish a new body for England, combining our strengths with those of the Drinking Water Inspectorate, the Environment Agency, and Natural England. We’re also continuing to engage with the Welsh Government to support future decisions for Wales.

Job description
We have an exciting opportunity for a Marketing Lead to join our newly formed Marketing team within the Communications and Engagement team.
We are looking for a highly experienced and ambitious marketing professional with significant behaviour-change experience to work with the Head of Marketing to lead the day-to-day delivery of the inaugural Water Efficiency Campaign (WEC).
The WEC is a bold behaviour change campaign to improve water efficiency across England and Wales. We are pioneering a novel approach to campaign delivery – an alternative to the traditional agency-client way of working. You will work with the Head of Marketing to manage a Delivery Body – Ofwat’s end to end delivery partner for the WEC. Think of it as a campaign dream team – combining sharp marketing know-how, consumer expertise with current knowledge of the water and / or utility sectors. The Delivery Body will cover the full range of marketing skillsets including (but not limited to): creative, content development, branding, channel planning, digital, social, media buying, partnership marketing, multicultural expertise, PR, evaluation; in addition to having a project management and stakeholder engagement function.
In this high-profile role you will take a strategic, rigorous, insight and evidence led approach to driving the development, delivery and evaluation of the WEC marketing programme. You will also work collaboratively with colleagues from Media, Digital, Strategic Communications, Stakeholder Engagement, Internal Engagement and Political Engagement to deliver the desired outcomes.
You will bring experience across, strategic development, research, multi-channel implementation, stakeholder engagement and evaluation.
