UKRN Cost of Capital report – 2024 update

The 2024 edition of the UKRN Cost of Capital Annual Report provides an update on the underlying assumptions for three price control decisions taken by regulators over the past year – two by the Civil Aviation Authority (CAA) and one by the Office of Rail and Road (ORR).

This includes updated key parameters used by regulators to inform cost of capital calculations (e.g. risk-free rate, return on debt, total market return, betas) that underpin those price control decisions.
